One of Kenyas finest game parks is under threat from uncontrolled development of hotels and lodges, conservationists claim. The building of four new hotels, which would more than double the number of beds in Samburu National Reserve, has been criti- cised environmental groups which warn that elephant migratory corridors and lion breeding habitats could be destroyed. “These current proposed developments are all along the river. There will be a huge impact on the area most heavily utilised by the wildlife,” she said. “We have to be very careful how we plan for the future. If landscape planning in Samburu is not managed it will have an adverse effect on the environment and the people who rely on tourism for their livelihoods.” Save the Elephants had been threatened with expulsion from Samburu, where the group carries out conservation work protecting the regions 5,500 elephants, at the end of April. The group was given until tomorrow to leave the reserve after being accused by Samburu County Council of “publishing malicious reports”. But the charity earned a last-minute reprieved after local councillors committed to protecting the reserve managed to overturn the order. Councillor Christopher Lalkalepi said Save the Elephants was now “in safe hands. They will not be chased away.”

When the previous statement on foreign exchange was discussed at the Accounting Practices Committee we were of the view that the statement should include a definition of the date of the transaction due to the confusion surrounding this concept. We consulted with our legal colleagues and were informed that, if an order was placed for goods or services, the date the order was accepted was the date of the transaction. We attempted to get this entrenched in the statement but failed at the APB level. After much confusion, it was generally agreed that the cost of the inventory in the above example would be R65O if no cover contract was entered into or if cover was taken but hedge accounting was not permitted. It was also generally agreed that if cover was taken and hedge accounting was permitted, the cost of the inventory would be R6oo (the spot rate at the date the deal was made) plus RS (being the cost of the premium attributable to the inventory, i.e. Ri5-Rio) or R6o5. Then along came AC 133 with its embedded derivative in a host supply contract concept. It stated that if the deal was done in a currency that was not the currency of one of the parties to the transaction and the product subject to the transaction was not routinely bought and sold in the currency in which the transaction was entered into, there was an embedded derivative in the contract that had to be separated from the host contract. In the above situation, the embedded derivative would have been a liability of R45 (R6,6o - R6,is). The only way that could understand this concept was to see the embedded derivative liability as an expression of sadness that the deal was entered into in dollars and not in Rand. If the Rand went the other way, it would have been an asset, i.e. an expression of happiness. (A banker once asked me jokingly if he could lend money to a company based on the value of its embedded derivatives in its supply contracts!)

David Hayum and Rael Gervis of Meridians New York headquarters negotiated to secure a rate of 7.47% over a two-year term. The loan was over 95% of the purchase price. The company is based in New York City with additional offices in New Jersey, Pennsylvania, Maryland, Illinois, Florida, California, and Texas. Chelators added to pectinase-rich enzyme mixtures increase the efficiency of enzyme retting of flax. The multitude of available chelators requires research to optimize enzyme retting for cost and fiber quality. Of several chelators tested, ethylenediaminetetraacetic acid (EDTA) is the most effective in sequestering calcium from solution, with substantial activity even at pH 4 or 5. Phosphate is also effective, but only at high pH. EDTA and Mayoquest 200, a commercial product with -37% EDTA, in combination with Viscozyme L or Lyvelin, commercial enzymes with polygalacturonase activities, yield high Fried test scores, indicating efficient separation of fibers from core tissues. Neither chelator nor enzyme at the levels tested alone effectively rets flax at a pH of around 5. In contrast, EDTA at 20 mmol/L levels and alkaline pH yields high Fried test scores. The addition of BioPrep, a commercial pectate lyase, does not influence retting measured by the Fried test with EDTA at alkaline pH, but the enzyme does improve retting with the weaker chelator sodium tripolyphosphate. The quality of fibers, as determined by the yield of fine fibers obtained by passing retted flax through the Shirley analyzer, is substantially greater with EDTA plus Viscozyme at pH 5 than alkaline chemical retting with EDTA, sodium tripolyphosphate, or sodium oxalate without enzyme. EDTA is the most effective chelator at acidic pH levels for stimulating flax retting by various commercial pectinase-rich enzyme mixtures. However, other less expensive candidates require additional study for more cost-effective formulations and applicable fiber properties. Retting is the process by which fibers in flax (Linum usitatissimum L.) stems and other bast plants are separated from the nonfiber tissues. This process, which is usually microbial, is the major limitation in producing linen fibers [25]. For commercial flax fiber operations, flax stems are pulled from the ground and dew retted, in which indigenous fungi colonize and degrade the nonfiher tissues to liberate fibers. After dew retting, the stems are mechanically cleaned to remove shive and other contaminants from fibers for use in linen yarns and fabrics. While currently the method of choice, dew retting is restricted to geographical regions with appropriate climates, and the resulting fibers are often inconsistent in quality with significant amounts of dirt and contaminants [21, 25]. Therefore, considerable research has focused on alternative chemical and enzymatic methods to improve the consistency of fiber quality [1, 4, 5, 9, 10, 14, 21, 22, 25]. Increasing U.S. interest in flax fibers for use as cottonized fibers in textiles [4] and for bio-composites [19] globally provides a strong impetus to improve flax retting. The importance of pectin as a binder between cells and the necessity to remove it during retting has been acknowledged for several decades [25]. Therefore, pectinases, and in particular endopolygalacturonases, are effective in retting flax [2, 4, 11, 12, 17, 25, 26]. However, pectin is a complicated polysaccharide that varies in structure [16]. In nonmethylated pectins, often Ca2+ binds carboxyl groups of adjacent molecules, thus stabilizing pectins and thereby plant structure [20]. In flax, recent research has indicated that acidic pectins and Ca2+ are located preferentially in the epidermal regions of flax [18], likely contributing to the structural integrity of the stem and bast fibers. Therefore, complex formers, e.g., chelators, such as ethylenediaminetetraacetic acid (EDTA) to remove Ca2+ have proven useful in retting flax and in facilitating enzyme retting [4, 7, 9, 11, 21].
Chelating therapies are not new, and acceptance varies from country to country. In my humble opinion, there are reasons for this discrepancy in acceptance: 1. If you speak Latin to the Chinese, expect miscommunication. 2. To receive medical acceptance, you must prove the therapys effectiveness.
The most recent USDA dietary surveys report that about half of women in childbearing years have iron intakes below the mean requirements and some 95% have intakes below the RDA. (1) In another study, the majority of the women surveyed did not achieve 70% of the RDA for iron, putting them at strong risk for deficiency. (2) Albion Laboratories makes an iron that is safe, bioavailable and a true chelate, Ferrochel[R]. Chelated minerals are minerals such as zinc, manganese, magnesium, copper, iron or calcium that are bonded to amino acids. In the bodys natural digestion process, amino acids chelate with minerals and help transport them across the intestinal wall, making the mineral bioavailable. Since Ferrochel is composed of iron and the amino acid glycine, Albion refers to it as a nutritionally functional mineral chelate. Irons role in hemoglobin formation is well known; glycines importance in the process is less familiar. Glycine and succinyl CoA are the starting materials for hemoglobin. Albion Laboratories contends that the other half of the Ferrochel chelate–glycine–is just as important in creating a nutritionally functional product.

The Federal Aviation Administration (FAA) ordered that the blankets be swapped out for a less flammable type on Douglas-built jets, such as the MD-11 involved in the crash, and most recently ordered the same for Boeing jets, although they do not feature the metallized coating. Just like Douglass Mylar, Boeings insulation fails the flammability test. To be specific, it is prone to catch fire and continue burning when adjacent wiring arcs or sparks. The airframe thermal and acoustic insulation blankets are fabricated by encapsulating a sheet of insulating medium (typically non-flammable or fire retardant glass-fiber or foam plastic) within a thin reinforced plastic bag, tailored to fit the appropriate local structure. One of the functions of the bag is to seal the insulating medium against the ingress of water, grime and oil, etc., to both enhance the fireworthiness of the blanket and to avoid an unacceptable increase in weight.

THE number of people having antiageing plastic surgery increased dramatically in 2005. Figures to be published tomorrow by the British Association of Aesthetic Plastic Surgeons (BAAPS) show that 2279 patients had face or neck lifts in 2005, up 42.1-per cent on 2004. There was a 50.2-per cent increase in the number having eyelid surgery - some 3415 patients - and a 34.8-per cent increase in the number of people having brow lifts, a total of 580 patients. Eyelid surgery is the second most popular procedure after breast augmentation.
Blepharoplasty or its more layperson term-eyelid surgery-removes fat and excess skin from the upper and lower eyelids. It can correct drooping upper lids and puffy bags underneath the eyes, resulting in a more alert and youthful look. Dr. Jochen is an expert on this procedure and has performed hundreds of blepharoplasties. According to Dr. Jochen, “The best candidates for this surgery are men and women who are in good physical health and have realistic expectations. Most of the blepharoplasty patients I see are age 35 or older, but if droopy or baggy eyelids run in the family, the patient may opt for surgery at a younger age.” Blepharoplasty generally is performed on an outpatient basis, under local anesthesia-which numbs the area round the eyes-along with oral or intravenous sedation. The procedure takes one to three hours. Dr. Jochen will make incisions that follow the eyelids natural lines, in the creases of the upper lids and just below the lashes in the lower lids. Through these incisions, he removes excess fat and trims any sagging skin and muscle. The incisions are closed with very fine sutures.
Amniotic Membrane (AM) transplantation appears to shorten healing
time and, in some cases, prevents scarring in those afflicted with
certain, potentially blinding, corneal conditions. These are the
results of two studies appearing in Ophthalmology, the clinical
journal of the American Academy of Ophthalmology, the Eye M.D.
Association.In another study, from the Cornea Center at the L.V. Prasad Eye
Institute in Hyderbad, India, AM transplantation, along with surgery,
was used to treat seven eyes of four patients for nonhealing shield
ulcers, a serious vision-threatening complication of vernal
keratoconjunctivitis, a severe form of allergic conjunctivitis.
Although nonhealing shield ulcers are a fairly rare condition, they
can be difficult to manage with conventional therapy, such the use of
steroid drops. The results showed the AM transplants promoted rapid
healing time and reduced scarring.According to Stephen Pflugfelder, M.D., Academy spokesperson and
Professor of Ophthalmology at the Baylor College of Medicine, in
Houston, AM transplantation offers a new modality for treating ocular
surface diseases. “In the case of cicatricial entropion repair, its
use speeds healing and may spare patients from the need to obtain
tissue from other parts of their bodies for grafting on to the back
surface of their eyelids,” he said. “Amniotic membrane also appears
to be an excellent material for promoting healing of inflamed or
damaged corneal tissue resulting from conditions such as non-healing
shield ulcers.”

In the final quarter of 2007, passenger transport saw the largest increase in air transport and the largest decline in city bus transport. Within land passenger transport, the declining trend of bus transport continued. The annual decline in the number of passengers in intercity and city bus transport (-3.9% and -3.5%, respectively) was also similar to the average annual decrease in the last three years (5.9% and 3.3%, respectively). The volume of railway passenger transport in the final quarter of 2007 did not strengthen significantly year on year; the 2.4% growth recorded in 2007 was also only slightly above the three-year average (2.1%). Air transport and airport transport posted vigorous growth in the final quarter of last year (27.6% and 19.6% year on year, respectively). The increases in 2007 (13.7% and 13.3%, respectively) were also somewhat greater relative to the average annual rises in the last few years. In air transport, this also enabled an increase in aircraft fleet (lease of one and purchase of two new aircrafts) and in airport transport, the completion of the first phase of the new passenger terminal and arrival of two new airline companies, which started to fly regularly from Ljubljanas airport last year. Within freight transport, road transport has increased significantly, whereas maritime freight transport is still decreasing slightly, following the boom recorded in this branch two years before. In the final quarter last year, the volume of freight transport by rail decreased by 3.7% relative to the same quarter of 2006, whereas 2007 as a whole saw a solid 6.8% growth, which exceeded the average growth in the last three years (4.6%). Road freight transport strengthened by as much as 19.1% in the final quarter of 2007; the high 13.4% annual growth nevertheless fell short of the annual average of the last three years by almost 2.p.p. Against the background of favourable international trends, maritime freight transport increased by a respective 30.6% and 41.8% in 2004 and 2005, whereas it dropped by a respective 6.4% and 5.2% in 2006 and 2007. The fall in the volume of maritime transport in the final quarter last year (-8.7%) indicates that the slowdown continues. Harbour freight transport in the final quarter and in 2007 as a whole recorded only a slight increase, particularly compared to the high 22.5% growth in 2006 (average annual growth in the last three years totalled 9.5%). Road freight transport by domestic carriers recorded a much stronger increase than railway freight transport over the last few years, largely due to the increasing international transport (see graph). The volume of road freight transport (in tonne kilometres - tkm), which was almost as much as three times greater than railway transport in 2004, increased by 4,728 million tkm until 2007 (by 52.5%), whereas railway transport increased only by 454 million tkm (by 14.4%). In three years, road freight transport became almost four times greater than railway transport; the share of road transport within freight transport rose to 79.2%. Road transport growth strengthened particularly after Slovenias accession to the EU and mainly through increased international transport (see SEM 1/2008: 14). The largest increase was recorded in cross-trade transport and cabotage, by 2,161 million tkm (by 155.2%). International transport of goods loaded in Slovenia increased by 1,323 million tkm (by 49.4%) and international transport of goods unloaded in Slovenia by 937 million tkm (by 35.1%). National road transport in Slovenia increased by a mere 306 million tkm (by 13.5%).
Within freight transport, railway transport rose substantially, while maritime transport dropped by a fifth. Transport of goods by railway surged by 14.9%, and the growth of road freight transport remained strong at 7%. The rapid expansion of land transport is explained by the robust domestic GDP growth and the high increase in harbour transport (10.6%). Roughly in the middle of 2006, the global growth of maritime transport eased off, which led to several quarterly decreases in the volume of this form of transport, including the first quarter of 2007, when the volume of Slovenian maritime transport fell by 19.9%. Over the past three years, the volume of road freight transport enjoyed the highest growth (by more than 50%) within freight transport (railway transport rose by 13.8%), while harbour and maritime transport rose by over 30%. Road freight transport is the main transport activity within the transport, storage, and communications sector, which has also seen the biggest expansion in the last few years. In 2006, the three main transport activities within the transport, storage, and communications sector were road freight transport, which employed 35.8% of workers in this sector, railway transport (15.2%), and the shipping industry (6.6%; both companies and sole proprietors are included, and the latter are also counted as employees). The corresponding shares of value added generated in these three branches are 23.3%, 12.0%, and 6.3%. Looking at the structure of workers employed in transport activities within the sector in 2003-2006, the highest increase of 3.2 p.p. was recorded in the share of road freight transport, while the shares of railway transport and shipping declined by 1.3 p.p. and 2.2 p.p., respectively (a similar direction and intensity of changes was also observed in the structure of value added; see graph). The number of employees in the transport segment of the transport, storage, and communications sector rose by 2,053 to 39,028. In 2006, road freight transport employed 18,807 workers, 2,425 more than in 2003. The number of workers in the forwarding industry fell by 950 to 3,445, while the number of railway workers declined by 326 to 7,985. The decline in the volume of the forwarding industry was largely caused by Slovenias entry to the EU. Data regarding both the volume of transport and the size of the activity are unfavourable in terms of sustainable development, since cargo is still largely being moved from railways to roads, rather than the other way around.
The Business Council of NYS has also endorsed it, despite voicing reservations about adding to NYs already high debt load. Half the funding will go to transit projects in the Metropolitan Transportation Authority region and the other half to bridges, roads, airports and other transportation facilities outside NYC.

ONE of the cooks who had the greatest influence on me in my girlhood was not a cook at all, or even a real person. She was Lady Addle, that wonderful fictional character of the Forties, a distressed noblewoman struggling against the austerities of the Home Front in the second world war, whose exploits I discovered on the bookshelves at home. I feel rather like Lady Addle about salmon. Salmon, as she might have said, is not what it was. Once an expensive delicacy, it has now, like chicken, become flavourless, factory-farmed fast food. Yet supermarket salmon is an essential staple food; it is cheap, nutritious, neatly packaged in fillets and steaks and is on every list of the ten healthiest things you can eat, along with broccoli, brazil nuts and dried Hunza apricots. So, the domestic cook must bring the resolution of a Lady Addle to those sad, artificially orange little bits of fish. My favourite method is to cook salmon fillets, individually wrapped in foil, for about 15 or 20 minutes in an oven heated to about 180C. It is quicker to roast them uncovered in a hot oven for about 8-10 minutes or to grill them on a hot metal sheet or Le Creuset (or similar) dish for 6-7 minutes. But baking in foil is the simplest method, the least smelly and the least likely to make the salmon dry. I think the fish actually improves by waiting for a while in its foil parcels, if you take it out when still slightly underdone. This leaves plenty of time to do something about the rest of supper and even about some sort of sauce - always the problem for the hard-pressed domestic cook, who has no time for serious sauces.

How does it work? Lets compare it with a typical scenario. Mom and Dad are getting a divorce, and they cant agree on anything. Each of them goes to a lawyer to find out what their rights and obligations are. First, the lawyers explain the law, and then send them to mediation to see what they can settle. Mediation is unsuccessful, and the parents go back to the lawyers. Second, the lawyers try negotiating between themselves, but still cant resolve the issues. So, the lawyers launch into the third stage — the litigation process. They hold examinations for discovery and may bring interim court applications. Both sides may hire experts to support their positions. They line up the witnesses, and everyone heads down to the courthouse. There, a judge hears about the family for a few hours or a few days, and makes a decision everyone has to live with for the rest of their lives. The litigation process is expensive, time-consuming, and emotionally draining, with no guarantee that either party will be happy with the outcome. In CFL, the process stops short of the litigation stage — both parties and their lawyers sign a written contract confirming that none of them will go to court under any circumstances. They must negotiate their own settlement. Instead of using their resources to do battle against one another, they jointly hire a team of experts to help them solve their problems. Mom and Dad may meet with a therapist to help them put aside the emotional issues of the divorce. The therapist may work on improving their communication skills so that meetings are more productive. Mom and Dad may also hire a child specialist to identify their childrens needs, and help them build a parenting plan that meets those needs. Mom and Dad both agree to make full financial disclosure, and they may hire a financial planner to help them sort out the dollars and cents of their divorce. The financial planner might present budget alternatives, or present a range of financial planning alternatives. All these experts are neutral third parties and do not favour one side over the other. The lawyers serve several functions in the CFL process. They must make sure each client sticks to the contract and negotiates in good faith. For example, if one learns that his/her client is withholding information, he or she must advise the other side that the process is at an end (to preserve solicitor-client privilege, they reveal no details of the problem). The lawyers also supervise the process, and coordinate the joint hiring of the third party experts. They set the agenda for the four-way meetings with the other party. They familiarize themselves with their own clients needs and fears, and give him or her independent legal advice. When the process is successful, they write up the terms of the negotiated settlement.

The Profession Has Changed, but What About the Professionals? With all this running, are we really getting anywhere? Poet Henry David Thoreau said: “The unexamined life is not worth living.” Today, who has time to examine anything? For most responding to the study, salaries have increased only about 3.5 percent per year over the past 20 (from U.S. $24, 876 in 1980 to $46,000 today). Budgets are up from $250,000 to $300,000, representing about a 1 percent annual hike. While investments in technology have helped increase productivity and keep costs down, increases in salary have barely kept up with inflation rates and budget increases clearly havent even done that. And, for having larger staffs to help with the increased emphasis the communication function reportedly enjoys today, communication staffs have actually shrunk since 1980. To be fair, most staffs in all functional areas were downsized, especially at larger corporations.

Lawyers, it seems, have discovered public relations, and it delights them to no end. When they write a press release, they dont have to prove anything they say. When their press release lands on an editors desk, the editor sees a hot little local story. Railroads, as a rule, dont comment on cases under litigation, so the story goes totally unchallenged even if the editor takes the time to ask for comment. Even if the railroad did try to comment, how can you keep on top of situations over tens of thousands of miles and respond promptly enough to meet an editors deadline? Taint easy, and the lawyers know it. An old dodge among lawyers is to harp constantly about irrelevant points to make a witness look bad. For example, a friend witnessed a crime. On the witness stand, the defendants lawyer pelted her with questions about exactly how many feet she was away from the road, the sidewalk, the nearest stop light and on and on. When she didnt have the distance down to feet and inches, he bellowed that she didnt even know where she was that day, so why should a jury believe her? By focusing on totally irrelevant or only slightly relevant points, the lawyer distracts from the real issues. And if lawyers can get away with that in a courtroom, just think how far theyre willing to stretch in a press release.

The term “workplace stress” took on a whole new significance, with new obligations for employers, and potentially serious financial consequences for those who ignore them. Workplace stress is no longer simply a sad fact of life. It is now an officially recognised and legislated “workplace hazard”, with the amendments extending the definitions of “harm” and “hazard” to include physical and mental harm caused by work-related stress. A cursory reading of the new legislation might be enough to instantly treble employers workplace stress, but a deeper understanding goes some way to restoring mental equilibrium. The Occupational Safety and Health booklet, Healthy work, Managing Stress in the Workplace, tells employers that “there is only a requirement to manage work stressors or the individuals stressed situation where you can be reasonably expected to know about the stress. Even then the obligation is only to do what is reasonably practicable in the circumstances.”

Police to offer course — A one-day class offered by the Topeka Police Department in January and February will enable motorists to improve their defensive driving skills and possibly lower their vehicle insurance rates. Police will offer the course from 8 a.m. to 4 p.m. on Saturdays Jan. 15 and Feb. 19 at police headquarters, 320 S. Kansas Ave. Participation costs $10 and is open to people 15 years and older. Each participant must have a valid drivers license and bring it to the class. Registration forms may be picked up in the police department lobby. Applications will be accepted through Jan. 7 for the Jan. 15 class and through Feb. 11 for the Feb. 19 class.
